Hope H. Scott is executive vice president, general counsel and corporate secretary at Blue Shield of California, a tax-paying nonprofit health plan with over $25 billion in annual revenue serving more than 4.8 million members in the state’s commercial, individual, and government markets. With over three decades of legal practice experience in the field of healthcare law, Scott leads the company’s Law and Government Affairs departments and chairs the company’s Diversity, Equity, and Inclusion Leadership Council.
Scott is a highly regarded attorney with extensive experience providing legal counsel, compliance, and risk management leadership for healthcare corporations with global exposure. She is a collaborative and creative business partner with legal skills and business acumen to contribute to organizational growth and the achievement of strategic objectives. This has brought her national acclaim in privacy, risk, and compliance with a proven record of designing, implementing, and maintaining highly effective and award-winning enterprise risk management, privacy, and corporate compliance programs.
Scott joined Blue Shield in 2012 as Chief Privacy Officer/Privacy Counsel and Deputy Chief Compliance Officer. Recognized for her contributions and leadership, Scott was promoted to Vice President, Chief Risk and Compliance Officer in 2015, to Deputy General Counsel in 2019, to Senior Vice President, General Counsel and Corporate Secretary in 2021, and to her current role in 2023.
Prior to joining Blue Shield, Scott served as Global Chief Privacy Officer and Senior Privacy Counsel with Cigna, as Principle of her own law practice, and as Senior Counsel with Independence Blue Cross. Among other accolades, she was named one of the “Elite 100” Black Women Leaders by Diversity Woman (2023), and one of the Most Influential Black Executives in Corporate America (2022) and Most Influential Lawyers (2024) by Savoy Magazine.
Scott graduated from Bryn Mawr College with a Bachelor of Arts in Political Science, earned her Juris Doctor at Boston University School of Law. She is licensed to practice law in New Jersey and Pennsylvania and is California Registered In-House Counsel.
