SMS/MMS terms and conditions
We provide members with the opportunity to interact with Blue Shield of California or Blue Shield of California Promise Health Plan, collectively Blue Shield through different text message programs. These include, but are not limited to, billing and payment reminders, care management outreach, care management member-specific communications, and general marketing. Notifications can include information about Blue Shield and its plans, related entities' products and services, events, special offers, special discounts, or other promotional information. These programs operate independently.
Joining and short codes
The SMS/MMS service operates by sending text messages to and from the short codes below. Each short code has its own service:
- 81368: Annual Health Assessment (AHA) alerts. This program provides text messages to members with information regarding scheduling their annual health assessment. To enroll, register or log in to your Blue Shield online account. Then go to the Communication preferences section in your account profile. Or you may text AHA to 81368. Mobile phone numbers provided for this program are used only for Annual Health Assessment reminders. They are not used for other text message programs. By opting in, you agree to receive Blue Shield Annual Health Assessment information and reminders via text from Blue Shield and our SMS/MMS service provider. These will be sent to the mobile number you gave even if that number is on the Do Not Call Registry. You agree to be bound by these terms and our privacy policy. Taking part is voluntary. It is not a condition of buying or taking part in any Blue Shield plan.
- 68347: Billing and payment reminders. This program provides text messages to members with important account billing and payment information. For example, an outstanding payment that is due. To enroll, register or log in to your Blue Shield online account. Then go to the Communication preferences section in your account profile. Or you may text JOIN to 68347. Mobile phone numbers provided for this program are used only for billing and payment reminders. They are not used for other text message programs. By opting in, you agree to receive Blue Shield billing and payment information and reminders via text from Blue Shield and our SMS/MMS service provider. These will be sent to the mobile number you gave even if that number is on the Do Not Call Registry. You agree to be bound by these terms and our privacy policy. Taking part is voluntary. It is not a condition of buying or taking part in any Blue Shield plan.
- 62891: Care management outreach. This program provides text messages to members with information about Blue Shield programs that may be available to them. To enroll, register or log in to your Blue Shield online account. Then go to the Communication preferences section in your account profile. Or you may text JOIN to 62891. Mobile phone numbers provided for this program are used only for care management text messages about Blue Shield programs available to members. They are not used for other text message programs. By opting in, you agree to receive text messages about Blue Shield programs available under your Blue Shield plan from Blue Shield and our SMS/MMS service provider. These will be sent to the mobile number you gave even if that number is on the Do Not Call Registry. You agree to be bound by these terms and our privacy policy. Taking part is voluntary. It is not a condition of buying or taking part in any Blue Shield plan.
- 90943: Care management member-specific communications. This program provides personalized text message communications, such as appointment reminders. To enroll, register or log in to your Blue Shield online account. Then go to the Communication preferences section in your account profile. Or you may text JOIN to 90943. Mobile phone numbers provided for this program are used only for care management member-specific text messages. They are not used for other text message programs. By opting in, you agree to receive Blue Shield text messages with information and healthcare reminders from Blue Shield and our SMS/MMS service provider. These will be sent to the mobile number you gave even if that number is on the Do Not Call Registry. You agree to be bound by these terms and our privacy policy. Taking part is voluntary. It is not a condition of buying or taking part in any Blue Shield plan.
- 24616: General communications and marketing. This program provides text messages to members with information on programs and initiatives. These include healthcare reminders, new health programs, and plan enrollment information. Texts may be autodialed, pre-recorded, or promotional. Taking part is voluntary. It is not a condition of buying or taking part in any Blue Shield plan. To enroll, register or log in to your Blue Shield online account. Then go to the Communication preferences section in your account profile. Or you may text JOIN to 24616. Mobile phone numbers provided for this program are used only to send Blue Shield marketing text messages. They are not used for other text message programs. By opting in, you agree to receive Blue Shield marketing communications via text from Blue Shield and our SMS/MMS service provider. These will be sent to the mobile number you provided even if that number is on the Do Not Call Registry. You agree to be bound by these terms and our privacy policy.
- 21867: Health news feed. This program provides members a web-based, health news feed. The secure and personalized news feed is accessible on mobile phones. It provides information about members’ Blue Shield health plan and other health educational content. Taking part is voluntary. It is not a condition of buying or taking part in any Blue Shield plan. To enroll, refer to the invitation text sent to your mobile phone. Mobile phone numbers provided for this program are used only to provide health news feed text messages. They are not used for other text message programs. By opting in, you agree to receive health news feed communications via text from Blue Shield and our SMS/MMS service provider. These will be sent to the mobile number you provided even if that number is on the Do Not Call Registry. You agree to be bound by these terms and our privacy policy.
Program terms for all Blue Shield Promise text message programs
By opting in to any of the text message programs above, each Blue Shield mobile text subscriber:
- Acknowledges that the subscriber is the authorized user of the mobile device and owner of the mobile phone number provided in the enrollment process. Or, that they have been authorized to act by and on behalf of the authorized user of the mobile device and owner of the mobile phone number provided.
- Gives Blue Shield and its agents express permission to send text messages to the mobile number until the subscriber tells Blue Shield to stop. For the general marketing program, these may include autodialed, pre-recorded, and/or promotional texts.
- Agrees to receive text messages from Blue Shield even if the registered mobile number is on a do-not-call list.
- You may cancel taking part in any of the text message programs at any time by responding with STOP. You will need to cancel participation for each program separately. Reply HELP to any text at any time for assistance.
- Blue Shield Promise does not charge any fee for your taking part in either text message program.
- Message and data rates may apply. Message frequency may vary. Check with your wireless carrier for details about message or data rates or charges that may apply.
- If you enroll in our text messaging program, we will collect your mobile phone number to send text messages to you. Please be assured we do not share mobile subscriber data with third parties other than our text message service provider. This provider is not allowed to use it for their own purposes.
If you change carriers or change or deactivate your mobile number, it is your responsibility to opt out of Blue Shield’s text messaging program before making any such change. Failing to do so will be a material breach of these program terms.
How to cancel
If you have enrolled in more than one of the above text message programs, you will need to cancel each specific program to be unsubscribed from that particular program. This allows you to continue to receive texts from the other programs if you decide to cancel only one program. To cancel from any specific program and receive one confirming text you can:
- Reply STOP to any text message you receive from that program;
- Text STOP to the short code above for the program you wish to cancel;
- Log in to your Blue Shield Promise online account and go to the Communication preferences section in your account profile. Then deselect the check box for text messages under your mobile number for that program;
- Call the Customer Service number on your Blue Shield Promise member ID card. Tell the representative that you want to cancel the specific text program.
- To cancel multiple programs and receive one confirming text from each canceled program, follow the instructions in either of the final two options above.
How to get help with text notifications
Reply HELP to any text from Blue Shield at any time. You will receive a response text and be directed to call Customer Service at (800) 393-6130 (TTY: 711) or to visit https://www.blueshieldca.com/memberwebapp/technical-support. For additional support, you may also call the Customer Service number on your Blue Shield Promise member ID card.

SMS/MMS supported carriers
AT&T, T-Mobile (T-Mobile is not liable for delayed or undelivered messages), Verizon Wireless, U.S. Cellular, Boost Mobile, Cricket, Virgin Mobile, Iowa Wireless, Metro PCS (GSM), ACS Wireless, West Central Cellular, Ntelos, Bluegrass, Plateau Wireless, AWCC, Cellular South, Carolina West Wireless, Immix Wireless/Keystone Wireless, Golden State Cellular, Cellcom, ECIT, GCI/Alaska Digitel, Inland Cellular, Illinois Valley, Nex-Tech, Chat Mobility, NW Missouri Cellular, NE Cellular One of PA, Element Wireless, MTPCS, Thumb Cellular, Viaero Wireless.
If your mobile operator is not supported, you will not receive a reply to your messages. Some operators may not support some services at the process offered. Pre-paid users may not be able to take part. Check with your mobile operator.
Blue Shield Promise collects certain information automatically upon subscription. Information collected includes the type of mobile device you use, unique device identifier, and mobile operating system.
Applicable law
By visiting blueshieldca.com/promise, you agree that the laws of the State of California, without regard to principles of conflict of laws, will govern these Conditions of Use and any dispute of any sort that might arise between you and Blue Shield of California Promise Health Plan.
Site policies, modification, and severability

We reserve the right to make changes to our site, policies, and these Conditions of Use at any time without notice.
