Care for children with special needs

California Children’s Services (CCS)

CCS is a state program for children and young adults under 21. To learn more about CCS, visit California Children's Services. If you or your child is a CCS program member approaching the age of 21, you can use the following resources to learn about how Blue Shield Promise can continue to support you after turning 21.

The Early Start program (Ages 0-3)

The Early Start program supports infants and toddlers with disabilities. To find out if your infant or toddler qualifies for the Early Start program, contact Customer Service to ask an expert.

Developmental disability services for children (ages 3-21) 

After age 3, Blue Shield Promise members with developmental disabilities can receive screening, preventative, and therapeutic services.

To get access to developmental disability services, contact Customer Service.

Blue Shield Promise also provides members with referrals to regional centers that can offer further support.

Regional centers can provide support through: 

• Respite 
• Out of home placement 
• Supportive living

Behavioral Health Treatment Services for members under 21

Blue Shield Promise members under 21 are also eligible for Behavioral Health Treatment (BHT) services. For more information, visit the behavioral health services page.

Care management for members under 21

Care Management is a service for Medi-Cal Members who need extra support from a team of dedicated care providers. To learn more about Care Management, contact Customer Service.

Blue Shield Promise also provides Enhanced Care Management for members who have social and intensive care needs. For more information, visit the Enhanced Care Management page.

Right to Continuity of Care

If you change plans, you might not be able to keep your current provider. You’ll need to submit a continuity of care request. You may submit this request yourself. Or your authorized delegate can submit it on your behalf. 

To submit a request, call Customer Service or download and fill out the Continuity of Care Form.

Transportation services for members under 21

We can help you and your child get a ride to doctor appointments. This is part of you and your child’s Medi-Cal benefits. There is no extra cost. Minors may ride alone. They must have written consent from their legal guardian. Some services don’t need written consent for a minor to ride alone when allowed by federal or state law. To set up a ride, contact Call the Car at (877) 433-2178 (TTY: 711), 24 hours a day, 7 days a week.

Transitioning to Medi-Cal for adults

If you are nearing the age of 21 and need to transition to an adult care provider, Blue Shield Promise offers an Age-out program. The Age-out program is available for members 17 years and older.
